Article 1 ( purpose ) these procedures are formulated for the purpose of strengthening the control of environmental safety in the use of microbial inocula , protecting ecological environment and safeguarding the health of human bodies .

第一条（目的）为加强对微生物菌剂使用环境安全的管理，保护生态环境，保障人体健康，制定本办法。
