1. 拒绝；回绝；不接受
    Someone's refusal to do something is the fact of them showing or saying that they will not do it, allow it, or accept it.

    e.g. ...her refusal to accept change...
           她对变革的拒绝
    e.g. His letter in response to her request had contained a firm refusal.
           对于她的请求他在信中给予了坚决的回绝。

2. 优先取舍权；先买权
    If someone has first refusal on something that is being sold or offered, they have the right to decide whether or not to buy it or take it before it is offered to anyone else.

    e.g. If you have a good rapport with a dealer, they will always let you have first refusal on anything interesting...
           如果你和经销商关系好，好东西他们会任你先挑。
    e.g. A tenant may have a right of first refusal if a property is offered for sale.
           若房产要出售，承租人可以有优先购买权。
